Well, I think is useful to keep tracking of very good VST effects and even if it's already a list of software (still, not one separately for effects and not one of free choices), this is more specific and I want to try those and write reviews about each one. If you want to write here, please post useful stuff, like links and eventually describe your experience with the software you link to.
In the thread Emphasizing Drums I've seen a link posted by Gorgorothx to some effect named 'Rescue', so I checked it out. There I found not one but a lot of free effects.
